The dropper will never fill up to 100%. Whatever extent the dropper fills up to is counted as one full dropper. The way the droppers are created draws the same amount into the glass tube regardless of a "hard" or "soft" squeeze. For a more accurate measurement, you can weigh the amount in (ml). A dropper holds approx. 1 ml.
